Peck added, "Leaders didn't ensure the environment was safe. We saw broken equipment and inadequate facilities. The call bell system was not functioning properly, and despite the provider's awareness of this issue for over six months, no effective action was taken."

He further stated that while staff were kind and caring, they were not adequately supported by leadership to deliver safe care. Leaders also failed to ensure sufficient staffing levels, resulting in delays in resident support.

The CQC expects rapid and sustained improvements at Rowan Garth and will continue to monitor the situation closely. They have initiated regulatory action to protect residents further.
