A distressing situation has come to light at Rowan Garth Care Home in Liverpool, where residents have been found to be suffering from inadequate care and unsafe conditions. This revelation has sparked concern and controversy, prompting a closer look at the issues at hand.
A Chaotic Environment Endangering Lives
The Care Quality Commission (CQC), a regulatory body, has placed Rowan Garth back into special measures following an inspection in June. Despite previous attempts to improve conditions, the CQC found "serious failings" this summer, with no effective actions taken to address the issues.
The care home, which provides accommodation for older residents requiring nursing or personal care, was described as "very chaotic" by inspectors. Staff were reported to be overwhelmed, with an agency nurse stating there were not enough personnel to manage the workload.

The CQC's report highlights several areas of concern. Residents were found to be incontinent and "wet through" on multiple occasions, indicating a lack of proper continence care. Some did not have access to a working bath or an accessible call bell to summon staff support, further compromising their safety and comfort.
Additionally, the management of medications was deemed unsafe, with residents not receiving their medications at the right time. This exposed them to painful symptoms and increased the risk of complications, especially for those with conditions like diabetes and epilepsy.
A Lack of Leadership and Support
Andrew Peck, from the CQC, emphasized the serious leadership failings that placed residents at unnecessary risk. He noted that some residents received time-critical medications hours late, which is particularly concerning for conditions like Parkinson's disease where timing is crucial.
Peck added, "Leaders didn't ensure the environment was safe. We saw broken equipment and inadequate facilities. The call bell system was not functioning properly, and despite the provider's awareness of this issue for over six months, no effective action was taken."
He further stated that while staff were kind and caring, they were not adequately supported by leadership to deliver safe care. Leaders also failed to ensure sufficient staffing levels, resulting in delays in resident support.

The CQC expects rapid and sustained improvements at Rowan Garth and will continue to monitor the situation closely. They have initiated regulatory action to protect residents further.
A spokesperson for the care home expressed disappointment with the "inadequate" rating and acknowledged the need for immediate corrective action. They have appointed a highly experienced manager to lead improvements and ensure sustainable change, prioritizing the safety and well-being of residents.
